It's a visual storytelling device. Just as he puts his hand over his nose to show us that it's about the scent. We couldn't possibly see a gust of wind coming through the door, so the fan is an easy substitute (that's also why fans in movies *always* have the bits of paper tied to it)

Super rainy places, whether they’re cold or hot, are humid and there’s always water dripping off stuff. Not to mention there might be heat on in the building but individual classrooms don’t necessarily have the ability to change the thermostat settings. I’ve been in cold places where they kept it way too hot inside. So there you go. Instead of being a cinema sins clone you can just enjoy the bad movie without picking on it
