Concordia University and McGill University in Montreal are launching separate lawsuits against the Quebec government over tuition hikes for out-of-province students. The lawsuits both argue that the government's measures constitute discrimination under the Canadian Charter of Rights and Freedoms.

As a former Quebecker. I am very disappointed with the provincial government’s war against the English language its English community and now it’s universities. There are probably as many Francophone Quebecois who have left the province as Anglophones. The end result will be a poorer less dynamic and underperforming region of Canada. What is the matter with these people?

Hello, will McGill and Concordia increase tuition for French students also?? I can't find it anywhere and my (French-American) 2 daughters will be going/returning to McGill and Concordia and want to know if we can afford it 😛 I agree however, that students should know some French out of respect for Quebec - c'est ça qui m'embête le plus! JE SUIS POUR PRESERVER LA LANGUAGE FRANCAISE a QUEBEC !! 🙏🙏

Why not incentivize students with tuition discount for learning French, instead of raising tuition fee if the goal is to have the students learn French? I think it would work also attracting international students, keep the university finances on good footing, and also retain the students to work within the province after they graduate...It would be a win-win for all three parties, the provincial government, the universities and the students who would like to study in Quebec.

It is not the responsibility to Quebeckers to fund the tuition of an entirely different population. It creates unfair competition for resources for the local population. Do you feel entitled to have non-Japanese be funded by the Japanese? Oh? Why is that?

You cant force people who have no intention of living in Montreal to learn French. You would lose at least half your international students and a big chunk of your income. And eventually a big drop in global rankings.

Makes me very sad and angry. I grew up in Montreal and left for life in an English speaking province, but you do not stand a chance as an English speaking native to live in Montreal anymore. By trying to protect French language rights, they have completely tried eliminating anyone else’s rights.

It'll be interesting to see the outcome of these lawsuits. The provincial government in Quebec is basically doing the same thing Trump did and using discriminatory rhetoric and policies to gain votes from rural voters. Montreal doesn't vote for the CAQ, so they can punish Montrealers and Montreal institutions without worrying about losing votes. This kind of policy would never even be whispered about if the target was any community other than the anglos in Quebec.

Explain to me why French Quebecers have to pay for the higher education of English people from all-across Canada. While there no similar option (reciprocity) for Quebecers in Canada. The fact that this exploitation of Quebec people existed for so long is atrocious and abominable. I mean, are we your slaves? Long time overdue. The fees should have been quadruple not increased by 20% to make it fair.

@savoirancien, while you do have point, the thing is Quebec is only strong if it can attract talented people and contribute to the local economy. However, the provincial government isn't doing the right thing by raising the tuition free either. If the goal is to have the students learn French, then they need to be incentivized( like giving tuition discounts for learning French). If they learn French , the chances that they will settle and work in Quebec will be significantly higher; plus they will be paying their taxes there.

@@nc01sadh Thank you for acknowledging that I have a point. No state, country, province funds the culture of another one. Only Vassal states like Quebec does so. How will they learn French if they go to an English University. Right now 99% of them don’t learn a word of French. Quebec will not be strong and prosperous be Americanizing it, we are wasting money doing that. Quebec culture and language makes Quebec strong. Make Quebec turn to English, Quebec will turn into Detroit or Northern Ontario in 5 years.

Also, how many anglophones move there with the intention of staying, but throughout the time of getting their studies are constantly barraged by condescension and discontent because of where they're from? Do you think that breeds a place for them to want to stay? I'll tell you right now that it in fact, does not. I know 2 people who went there for game design and WANTED to stay in Montreal for the industry - Ubisoft specifically was their goal. One left when he got his degree and moved to Toronto, the other one didn't even finish and instead transferred his degree to Vancouver. The desperate and angry mindsets of *many* Quebecois (not all. but many) make it NOT a desirable place for people to want to be even IF they learn the language.

The only way English is maintained in Quebec is through massive subsidy from the federal government and exploitation of Quebec people. We provide massive Hospitals and University institution for the English community. We attract anglophones like your friends be paying for their study but English people don’t stay. We have to attract 100 English person to have 1 to stay. That is because its cold, they are high taxes and people speak French. If I was an English person, I would move elsewhere tomorrow, probably to Texas where its warmer. But I am staying in Quebec because I love my culture and language. So for you if you move to Mexico you expect everyone adapt to you and speaking English and you not speak Spanish? What is your project. 95% of people speak in Quebec, we all have to adapt to you because you don’t want to adapt to others? Even with massive immigration, you will not destroy us. You have try for 250 years it will not work.

I understand that Quebec wants to preserve Quebec-French culture and language. But coercing the use of French language and forcing people into French culture won’t give anything but negativities. Instead of coercing, incentivizing and promoting Quebec’s French culture and language would have done something much better. So far, People who really enjoy and respect Quebec-French culture and language are ironically English speaking people. Do French people from France respect Quebec’s culture? No, absolutely not, they just make rubbish and pejorative jokes with no respect and disdainful look. Chasing English speaking people out of Quebec will only hurt Quebec’s economy, cultural development.

As much as I think the government messed up with the tuition hike, these universities will not win their case. Here's why. It is not only anglophone (McGill and Concordia) universities that are seeing a sharp decline in enrollment for fall 2024. UQAM and others are seeing the same thing. The pandemic, the preferences of the younger generation, a tight labour market (even the possibility of working as influencers), high interest rates and lack of housing (e.g. U. Sherbrooke) are all factors that have caused a decline in the demand for university degrees. The same phenomenon is seen is even seen in California where CSU enrollment (even in-state) has declined by as much as 30%. McGill and Concordia, even with the tuition hike to $12K per year still compare very favourably to schools in Ontario and certainly the USA, where a lot of students come from. The solution to this impasse is to set an increase of 10% for the first year, but to raise it 10% each year for the subsequent years, to make up the 30%-40% shortfall. This will be better attuned to the elastic demand these universities are facing. The government should also put in place a "certificat de compétence linguistique" which anglophone students get as part of their degree once they have taken the courses they need and passed a French language exam that is relevant to their field of study. Let the universities determine what the courses should be. The plan to take money from anglophone schools and transfer it to francophone schools is pure nonsense. On that question, I think there may be some relief granted by courts.

And on top of that I would only add that their decision can only lead to the diminishement of McGill and other instituions' reputation and quality of edtucation to the general detriment of Quebec's social and economic well-being. (not to speak of the, as always, virulent bashing of Quebec in comments attached to posts that in any way shape or form are related to Quebec issues and how these are seen by the tolerant Canadian anglophone community :) )

McGill is one of the greatest things that ever happened to me (and that was in 1986). The Quebec government is really getting in the way of things. McGill is SO respected around the world and it should be allowed to do its thing without the government messing things up.

They don't even really speak French. May be better to go to France. Go for few months or year, you will experience actual culture, can improve your language.

Oui, il y a plein d'opportunités pour ceux qui font l'effort d'apprendre. Qui plus est, c'est à Montréal qu'on peut rencontrer des francophones de tous les coins du monde et entendre les différences linguistiques de chacune de ces communautés. Essai de t'inscrire dans une université francophone (U de M ou UQAM). Ma langue maternelle est l'anglais et j'ai fait mes études universitaires en français à l'UdeM.

It can be a good idea to settle here, depending on your level and type of ambition. We immigrated here 3 years ago, but with our own existing company and jobs. We are fluent French speakers. Wouldn't have made the move if we were looking for the kinds of jobs we have, especially not as non-whites. Frankly, it breaks our hearts to meet so many wildly talented people of color in Québec who are native francophones and who can't get good jobs to match their education and skills. We try our best to give those people such opportunities by hiring or contracting with them. We have a great life here in Montreal, but mainly because we get to enjoy the culture and lifestyle without being reliant on this place for our incomes. Frankly, we are viewed as too ambitious. We don't understand the concept of too much ambition. But it seems to be a prevalent attitude here.

Are you kidding? Except for the Ottawa valley in Ontario and some parts of New Brunswick, you'd be hard put to use French anywhere in Canada, not even a syllable! While just about every Quebecois can speak English, and definitely all French Canadians in Ontario and New Brunswick are as fluent in English, if not more so, than you are! I am not in favour of what the Quebec gov. is trying to do, but neither can I condone blind criticism from people making such ludicrous statements as yours!

The official language of Quebec is French. Not French and English, but French. Business operate in French. This has been the case for decades. I believe, the only officially bilingual (English-French) province in Canada is New Brunswick. Education, health care, taxation and transportation are just some of the things under the purview of the provincial governments.

that's their justification of why all these laws are needed it. Um, it's not a government's responsibility to protect your language, it's yours.It's what they expect First Nations to do. Where are the 'French literacy days' or the celebrations of the language and the province's language festivals? There are none. But there are many heavy handed laws. People would be more willing to learn the language and stay here if it wasn't rammed down their throats and they were made to feel unwelcome here.

@@Optimistprime.Well, it's not exactly settled yet, i.e. which will be the most spoken language in the world. A couple of years ago a study by one of the UN commissions did state that due to the greatest population increases being in Africa (and mostly French speaking parts of it) that if that were to continue, French would become the most spoken language in the world!!!! So I guess we have to wait and see which languages may wind up being useless :) Furthermore, it's never languages that are useless, it's people who can't be bothered to learn any more than the rudimentary language they learned as children. PS: Don't be sorry, it's not your fault. It's the upbringing you were subjected to.

I couldn't see this ever happening in the United States. English is the official language and I don't see Louisiana exiling people out of the state because they don't speak French. There are options to have services in different languages and interpreters available. Creating a language barrier does nothing but lose good people.

Why does Quebecers have to pay for the education of English speakers from out of province. Honestly! Long time overdue. Quebecers paid for the education of thousands of doctors that are practicing in Ontario. I don’t mine English people but its time you pay for your own stuff. We have people from outside Quebec (Anglophones) that come to Quebec to benefit cheaper fees (Paid by Quebec Taxpayers) and then leave to live in another province. This is such a burden on Quebec economy. They should not have double the fees but triple them to make it fair.
