I came across this thinking about if a fractal border of a ground plane could antinuate reflected signal induced noise? I don't work at frequencies that would require me to learn all that math, but I get the impression from what little I understood that the answer might be a yes?

Yes, it is the intentional oxide roughening treatment that provides the roughness needed to ensure copper can form a strong mechanical bond with the resin.
