I would say yes. I can use higher TIA Portal version to open the V11 project after you upgrade. Note that you have use TIA Portal v13 sp2 open it firstly, then use >=14 open the V13 sp2 project.

Hello my friend, you need TIA Portal V13 incl. SP1 or TIA Portal V13 incl. SP2. The migration path is TIA Portal V11 -> TIA Portal V13 SP1/SP2 -> TIA Portal >= V14. It looks weird, but it is true, you need v13 SP1/SP2 as the interface.
