For the same reason it currently allows Russian gas to be transported through Ukraine they have a legally binding contract. Whilst it must stick in Ukraine's throat, they are not about to become like the Russian lowlifes who don't honour any contracts, or International agreements for that matter, that they are signatories too. Thankfully the current contract with Gazprom to allow gas through Ukrainian territory ends on the 31st December this year. I would imagine you can probably guess whether that contract is going to be renewed !

Because when the EU put sanctions on Russia countries were allowed to continue importing Russian oil for a while until other sources for oil could be found. Ukraine wants good relations with the EU and has allowed oil to sent through the pipeline. Orban takes advantage of the concession and continues to import Russian oil and has made no effort to obtain oil from other sources. Now Ukraine has had enough of Orban and is going to restrict the amount of oil that can be delivered through the pipeline. It seems that Orban does not have enough brain cells to work out that Ukraine could turn off the tap. He is so dumb that he thinks the EU will come to his rescue. I don’t think so. I am sure the Ukraine have let the EU know that they are putting restrictions on the pipeline and the EU haven’t objected. What next? Gas? I don't think I want to visit Hungary thsi winter.

These leases are massively long and at the end of the this year the lease for the pipeline with the Ruzzia ends. Ukrainians already told that they will not renew it. Last weekend Finnish Nato HQ for the land troops became operational. Now Ukraine will be directly under the Finland and Finns will see through that the Ukraine wins.
