You overestimate the Naruto verse way too much. In Naruto, light speed is considered an impressive, late series feat while in Bleach it's something your average liutenant level soul reaper can perform... Ulquiorra's Lanza del Relampago seems comparable to a 10 tails bijudama, which is more or less one of the most destructive abilities in the series. In resurection 1 Ulquiorra not only was so fast that a mid-high tier like Ichigo couldn't even react to him, but he was also smashing him around in those thick ass pillars effortlessly, while Obito on the other hand doesn't have any impressive speed (only Kamui speed) or strength feats. 10 tails Jinchuriki is definitely a power amp but I doubt it would make him be competitive against Ulquiorra. The only thing he has going for him in that state are the TOS orbs but they wouldn't do much in that fight besides acting like a shield for when Ulquiorra starts nuking him with Lanza, if Ulquiorra doesn't straight up behead him at the start of the fight

I agree with the outcome Obito slams but i do disagree with Ulqiuorra's Attack Potency scaling. We have multiple statements that both the gran rey cero and the release by espada 4 and higher are capable of destroying Las Noches. The destruction of Las Noches is calced at Continental (Pulverization) to Multi Continental (Vaporization). Ulqiuorra already scales to this in his First release because he overwhelmed a hollow mask bankai ichigo who previously blocked a Gran Rey Cero by Grimmjow very casually. This doesn't change a whole lot but just felt like mentioning it.

Another thing is that in bleach people take everything dialogue literally even when there is no explicit evidence whereas naruto characters who have absolute crazy feats with proof but they are simply too good to be true. Okay first of all there are a couple of things wrong with this. One Ichigo blocking the sokyoku is an outliner as that weapon is stated to be powerful enough to destroy the soul society and the only zanpakuto that could come close to that level of power is Yamamoto’s when using his bankai. I must say I disagree with how you scale the Bijuu to country and planet level attack potency. There is a powerscaler I recommend you can check out called "Zaelleaz". His foundation scaling doctrine are very interesting to learn from with pretty good lessons when it comes to testing and proving out scaling objectively and being more accurate instead of subject scaling. And I must say I find his foundation powerscaling methods of the Naruto verse very well done and more consistent then most powerscalers who overblown alot of scalings and feats inaccurately without taking account multiple factors of scaling.

So like I said, my ulquiorra speed calc is *heavily* lowballed, without even using second resureccion multiplliers just in case some one wants to be pretentious, and say “we don’t know 100% if second resureccion is the same boost as other resureccions” which makes no sense but like I said, just in case.

Scaling Naruto vs bleach is always strange to me because by war arc in Naruto, people are still throwing kunai at each other, intermixed with continent vaporizing biju blasts. But in bleach you literally have kyoraku say "yeah a cero is strong but it won't ever kill a captain like me" so you see a lot more consistent high level attacks.

The reasoning for Obito being stronger than Ulquiorra was that Obito is an akatsuki, akatsuki members working in two man cells can defeat tailed beasts, tailed beasts have blasts that can be seen from space therefore any akatsuki should be more powerful than that. First of all the tailed beast bomb used as an example here was the ten tails. The most powerful of them all. Secondly the akatsuki beat tailed beasts with hax and skill not raw power. None of them have anything close to any tailed beast in terms of power except kisame who absorbs other people's chakra.
