So ugh. About the life giver and toughness. it really depends on how much HP endurance you have. So here is the math. I was wrong in some cases. So. the question is - in what persentage of hp the life giver gives you an advantage. If you are 15 lvl character, for example 60 hp is a huge boost. And surely if the enemy shoots you with 50-100 damage you will most likely survive. Why? So. if it;s 100 damage against 30 rez it will become 77 damage. So, 150\77=1,9 shots to kill you. While 210\100=2,1 shots to kill you. Right? Right. But! The life giver unfortunately gives you only a flat bonus, not a persantage! Which means the more HP you have, the more you have effective HP due to resistance. 1000 anf 1060 hp is not a huge difference, right? Right! So! What does it mean? Let's count for 100 damage against us and see at what amount of hp the hp effectiveness becomes equal. x\77=(x+60)\100. x=200 hp. Aha! At 200 hp the live giver becomes ineffective against, right? So does is mean it is useful only in early game? Wrong! The way the resistanse works in the game is that the more damage the enemy does to you the more uneffective the resistance becomes. On survival you will encounter 4x damage against you and 100-200 damage will happen from time to time. Let's count for 200 damage against you (again 30 res vs 60 hp and 200 damage becomes 198 if you have 30 res) x\198=(x+60)\200 x=540 hp. Holy freaking shit! The life giver is effective up to 540 hp against 200 damage. This will definenly save you from a couple of high level headshots! Let's count for 50 damage then - it's common at early levels on survival. (50 becomes 30 at 30 res) x\30=(x+60)\50 x=90 hp. - so at early levels toughness is more effective. So as you can see, the greater the damage is against you, the more effective the life giver is against toughness. If you want to be effective and you have a spare 5 points it's better to take 2 point's on toughness early and max the life giver. Or if you are sure you will survive the early game - not to pick toughness at all and save 2 points on another perks. The effectiveness against high level mobs and overall thoughout the game+the thing tahr the sti,paks are recovering and actual persentage of your HP and passive regen makes the life giver and S tier. This perk deserves an apopology. Also about early game. 10 toughness vs 20hp against early game 50 damage on survival. 50 at 10 res becomes 45. x/45=(x+20)/50 x=180 hp. There's no way you will have 180 hp at early levels to make toughness effective. Don't pick this shit. I think i deserve some credit for this research

This is actually very detailed, thanks so much for sharing that. Given the maths, on the assumption it's all sound and concedes to the logical programming of the game it would make sense to perhaps not take Toughness over Life Giver. That said, this list is purely based on one's opinions, and I'm not sure what core maths is so I would have to go with how things have panned out in my own experience. I'm not saying the math here is wrong, I don't know as it sounds solid but personally I go with resistance over HP increasing one's since Resistance is calculated first as part of damage calculations. When I take perks, I tend to favour perks that help out in the long run and resistance has helped me more. In short, it's all based on one's own experience. Thanks again for your comment, truly it looks like you have spent a great deal of time looking into this. Sure, Life Giver == S 👍 Or better yet, Toughness ÷ Life Giver = SS.

But end game you don't need any endurance at all, let alone life giver. So the points are wasted, and there is no reset in the game.

@@Tijuanabill maybe it's you, who doesn't need it. But on hardcore you will have to pick it anyway. Of course, if you a using a baby sneak build, then fine.

@@rogovnin I think you mean on survival? Yeah, if I wanted to play Resident Evil, I would play Resident Evil. I play on very hard instead, so I'm still playing Fallout, but the difficulty curve lasts a bit longer in to the game.

Glad to see Fallout 4 videos are still made even tho the game is almost a decade old. I agree with a lot of the placements, some I'm iffy on but for the most part you make an argument on why you place them where they're ranked. Playing on the Ps5 version, kinda sucks that the modding scene there isn't anywhere as good as Xbox or PC, but it does make me appreciate the game and it's DLC more after taking a second look and only using mods that either enchanced the games looks or help make underpowered weapons more viable. What I do appreciate about the Commando perk as someone doing a build using weapons with the automatic function is that you aren't limited to either pistols or rifles unlike Gunslinger and Rifleman. Scrounger and Idiot Savant were must picks since the former is simply a better version of Fortune Finder, not to mention you save caps in the long haul on bullets you need and selling ones you don't need like missles and fusion cores if you aren't utilizing power armor often. .38 ammo essentially acts like a caps currency later on as you tend to move on to better weapons and will eventually have enough to replace the caliber of the weapon you're using too. Can also be used in a pinch for your companions for how common they are. Overall I'm glad to have come across this video as it was a nice refresher to what to go for and what can be used later or avoided all together. Great job compiling all the perks in one video as opposed to doing them by Special stats.

When you were talking about the Ninja perk, you kept saying percent increase. It’s multiplicative, so 3.5 times damage at full rank for ranged and 10 times for melee.

To make a case for the Basher perk: it can be used to amplify the damage from the shredder mod on a minigun, effectively turning it into a Ripper but having it deal more damage than it. For that reason alone it at the very least belongs above C tier imo, I recommend trying it out cause it’s really fun to use

I've not really considered that given that it's pretty niche. That said even the single simplest changes can turn something average into devastingly powerful. I will have to try it out for myself, thanks for sharing that.

@@TrappedInFallout word of advice: if you plan to use the shredder mod it’s better to do it with power armor equipped even if it’s just the frame; using the minigun without firing bullets uses up AP and you’ll be unable to continue using the shredder once you use up all of your AP until you regain some AP again. Power armor, even if it’s just the frame, removes the AP penalty so using power armor is highly recommended in this build. Just beware of shelled Mirelurks, they can block your attacks easily whenever they retreat into their shells.

Basher works fine as is. What kills it is the ridiculously high ability score prerequisite, meaning the characters best disposed to use it will never have the opportunity and vice versa. It should honestly be the tier two or three Strength perk, not EIGHT.

It's one of the very few cases when you can score criticals outside of VATS and you can litteraly shred through enemies

Thanks for your feedback. I hope this helps folks out. Unlike other Fallout games Fallout 4 does not have a level cap so you can eventually get all the perks but at the same time you should try to invest in perks in the right order to make things easier.

In regards to gun nut, I think it is an S tier perk. Early on mods are going to add more damage than a weapon specialization perk point generally will, and that is across weapon types. Yes you can buy mods, but getting the mods you want as early as possible is huge.

I actually really like ghoulish for survival because you can ignore rads from food, water, the glowing sea, kiddy park, etc. It's great for quality of life, especially because using radaway sucks in survival. Paired with lifegiver for passive hp regen, it really alleviates some of the "maintenance" you have to do on yourself, especially when you're out away from your settlements and are running low on supplies. I'm assuming you have max rank in both for this.

When going through these perks I mostly had normal difficulties in mind and not survival. I agree, any perk that helps with the quality of life in survival are worth getting points in for sure.

Don't take Locksmith - Cait and Automatrons can pick any lock and a lot of them can be circumvented with a bit of searching for other ways or keys and a lot of them are tied to terminals which can be hacked or you can find passwords. Both Hacker and Locksmith are purely quality of life perks and are not needed for mainquests at all. The loot in locked containers isn't that good anyway...

It's a fair comment. I guess this would work for folks who are happy to have cait etc around them most of the times or are also happy to search around for possible terminals or passwords or keys.

I would rate Rooted higher. Melee builds who use VATS are stationary when hitting enemies. 50 DR and damage is too good to pass up. Plus it’s also good for snipers.

It’s 50 DR, not 50%. It’s a flat value, nowhere near a 50% decrease.

Also another note for Science is that it allows you to build advanced structures in settlements such as Rocket Launcher turrents.

Word of warning when it comes to the strong back perk. I recently started a new game on very hard mode, but apparently the game thinks I'm playing on survival because there is no option to fast travel while over encumbered. In its place is the ability to take no damage while over-encumbered. According to the Fallout Wiki, its the only known bug for this perk, and I didn't notice it until I was at Level 28 and didn't feel like starting a new game.

Ouch that does not sound right. Fast travel js removed from survival but it should be available for non survival mode. Sorry to hear your seeing the bug. Strong Back is an excellent perk to have for sure.

@@TrappedInFallout Just to satisfy my own curiosity, and because I installed a number of mods, I decided to start a new game and deleted all of the saves associated with it. As soon as I got my pip-boy I checked the strong back perk and sure enough, just like last time there is no perk to fast travel when over encumbered. I'm beginning to wonder if the big April update has anything to do with this?

FYI, that is just a visual bug, in the perks list. Even though it says you just don't take damage while encumbered, you actually can fast travel with the level 4 perk, if you aren't in survival mode.

I have the big Jim pipe wringe with the kneecapped effect.i want to take it off and add it to a different gun

Sadly you won't be able to take it off a pipe and put it on a gun. Using the Clone effect for that will probably crash your game. That said you can put it on another wrench but that's probably not what you want.

Personally I put Gun Nut, Blacksmith and Armorer all in D tier. Hear me out! Unless you are specifically using ONE unique weapon or life of equipment, you can go to a workbench and just take mods off of weapons and armor for FREE, then just attach those mods onto other gear of the same kind. So if you find a 10mm pistol with say the twin shot legendary effect but no mods, you can just take all the mods off of any other 10mm pistols you find and attach them to your new legendary 10mm all without any perks or needing to use any resources

When you put it that way uts a fair and true point. That said you would be reliant on always finding weapons with the mods your after. And if not then you would be stuck. That said I think there are some craft tables that may required the ranks in the perks also when it comes to settlement building for example but again that would not influence things greatly.

Well for a start, grab the U.S. Covert Operations Magazines. There's 10 and each give a 4% bonus to your sneaking. Add the Sneak Bobblehead on top of that for an extra 10% and that's basically the same bonus as the Sneak perk's highest levels, just without the added benefits of not triggering ground traps, mines and being able to negate the running penalty

Getting all the perk ranks in Sneak also helps to increase your sneaking ability. However Power Armor inherently is less Snkeay so chances are you will get caught a fair few times over wearing something like leather armour.

Mostly agreed. Some are very circumstantial and way more viable to use while in Survival mode which I think most of us are playing now. Lead belly is huge in Survival. You basically gain a ton of carry weight because you no longer need to carry around water and food.

Yeah and that's why I sort of said that Lead Belly has a split view ad a while. Some certainly love it while others not so much. It's got its uses for sure and I have used it at times and not at other times.

Idiot Savant is a noob trap and a really bad perk. Early levels are gained quickly anyway through just crafting shelves in Sanctuary and late game the perk is detrimental as you pass level 100+ Fallout 4 is 9 years old, how come you haven’t figured out Idiot Savant is a completely wasted perk point?

I would not say it is. Given that there is no level cap in Fallout 4 (until you hit the max level and the game crashes ior you have all the perks) it still provides value. With a low Int build it quickly helps to level up. Yes you can use tricks to gain XP and with Idot Savant it also speeds up that process too.
