After the new update Overseer's Guardian, and any other two shot weapon, is utterly useless in VATS or for hip-firing. You will have a spread worse than that of a shotgun. However it still works great if you use a scope or a sight, but no VATS. I turned my Overseer's Guardian into a .308 sniper rifle with a recon scope and glitched on the sniper barrel of a plasma gun for extra damage. You're going to nerf my favorite gun, I'll cheese it to make it better. My main gun is now the Problem Solver with a red dot.

It's very tricky but it does work. Try sliding your finger from one button and onto the next instead of trying to press them on after the other.
