I downgraded my Capital One Venture card to a Quicksilver card 6 years ago and kept the 15k credit limit until 2 months ago when they gave me a credit limit increase to 20k

No, but some cards require higher limits to upgrade to. You’ll have to allocate or request the credit limit increase prior to the upgrade
