You can't eat normal grocery store hamburger meat rare/medium rare, you can however eat a steak medium/medium rare if it's freshly ground. It has to do with bacteria thriving in ground meat that has been sitting around for a good amount of time. Meat quality DOES make a difference, a fresh ground new york strip won't harbor a quarter of the bacteria that ground meat bought from the grocery store. I should know these things, I've been a butcher for three years.

+Jutta Wehlan Americans tend to eat a lot of their meat medium rare to even rare. I know in Europe, especially England, they prefer their meat well-done. In most people over here's estimation though that ruins the flavor and texture of the meat, which is why we prefer it less cooked as long as we trust the source of the meat.
