Also, you can move the high court under Art 226 of the Consti if you voting right is being curtailed, abridged or interfered with. But ofcourse, to use this right or not is a matter of choice.

Yes. 11th Fundamental Duty is punishable. 11th FD was inserted by the 86th Constitutional Amendment Act. The same Amendment Act also inserted Article 21A that makes free and compulsory education to children between 6-14 years a fundamental right. And to add more powers to Article 21A and the 11th FD a legislation Right of Children to Free and Compulsory Education Act, 2009 was introduced. So 11th FD is not punishable as a FD but it is punishable as a violation of the Right of Children to Free and Compulsory Education Act, 2009.
