At least Swat girl has a positive energy for loking pancakes I'll give you that but she's at the bottom of the Overall tier list. I would say she would be at least B+ material still on the lowest but from the other demons let's not forget her relationship over her sister it's still a thing I can count that. @@smastian9576 the girl is a straight up hime-dere, tend to show her dominant over you and she has a point, she's a CEO yet when she's with you she tend to care for you more which reflect in her multiple dialogues. When Judgement try to kill you she try to stop her. When she saw how stupid of a deal you have to offer her, not only did she not make fun of you for refusing her offer but she accept your offer instead. Mind you it's like proposing to a woman richer than you with only your pancake recipe as your redeeming feature. And not only that, she show her sign of being a good wife, helping you with houseworks and tend to you when the burden of your whole shenanigans causing this. If that isn't best girl materials then I don't know what to tell ya.

Justice is best girl imo. She never tries to kill you and is very supportive of fellow demons (as seen in the Judgement fight). Edit: Malina is understandable. She doesn’t exactly actively kill you, just alcohol. Also Lucy is not that high on my list because in the artbook pancake comic, she stabs people over pancake batter.
