you could use ocr to extract text from images. google lens can do it too. then there're plenty of websites allowing you to convert binary into various text formats, this is probably just ascii. google binary to text and there should be websites allowing you to try multiple encodings. good luck! :)

It's actually a pretty heartfelt letter and there's nothing personally identifying in it so you can read it on camera if you'd like to or not. I thought it'd be a funny gag to put it in binary, but then realized it might get overlooked. If it was discarded, I'd be happy to share the decrypted contents of the letter with you sometime soon, I'd like for you to hear it. Those USPS stickers aren't necessarily stolen. You can straight buy a lot of those from Amazon and USPS stores. Others might be from dumpster diving behind a USPS store cause I imagine they toss a bunch out. And, at least here in Florida, anything on a curb or in a dumpster is public property.
