Im 5 10 do thinking of getting the 18 and shorten the neck.

Where did you get the torque specs and also the suggest psi for weight?

Torque specs are generally accepted standards for machined steel in threaded aluminum. The issue is (rarely) not getting them tight enough. Over-torquing, however, tends to be terminal. I played with the psi. I have found that I change the psi to suite the surface. I tend to default to 8psi in the front and up to 10psi in the rear. However, if I'm riding smooth, hard surfaces I will pump up the front as high as 15psi (to negate the self-steering tendency, which drives me crazy).
