What hurts is that he had to decide which one of these 4 crimes was the worst. All of them are horrible, but he can't help everybody at once. He's still a man, not a god.

It's not so much about which crime to go after, but which crime is currently taking place. The rape had already taken place, the hate crime didn't escalate to murder, but the orange man has killed and had taken hostages, which made him a current threat. In terms of the rape, he couldn't prove it aside from the visions, the same for the hate crime.

Things I love from this scene: 0:41 The shot is just so comic-like, and we can imagine Elijah words as a yellow square of narration, but uronically it says "This part is not like comics" 1:15 David getting down. The first part was so comic, but this one is more like as getting out of that fantasy and putting your shoes on reality. The sound of the crowd and the soundtrack being more intense reflects that. 1:32 His visions look like security camera, because he is a security guard. Got it? 2:08 The increase of horrible actions make the scene more tense. Each sin is worse, and worse. 2:57 The sexual depredator is just talking with friends as a normal person. You never know what atrocious secret can hide people you watch on street 3:48 The face of pain that David has, like saying "God, stop". Knowing you have so many horrible people within you must be someting awful to feel, and even for him to watch. Trust me, you don't want to know everything. 3:50 The soundtrack changes. The movie is telling you "this is the one". And its not here, but later on in the movie he follows the murderer and then, his face of a shocked man with a poncho changes while looking a bit to the floor, assuming his role. The next we se is a shot Batman-like. We can't see his face, just his mouth. Like a total superhero.
