Great, can you tell me the name of the Victorian book that explains the meanings? Is it still in print? Thank you

There were multiple books (many are still in print) and are many new ones. If you are asking which book first brought flower meanings to the English and kicked off the Victorian's fascination with the topic, the answer is Lady Mary Wortley Montagu. However, if you are really fascinated, I would recommend looking into flower symbolism across different cultures (the Middle East, Ancient Greece, and Persia are some that come to mind).

Speaker: Flower language was born from an era of oppression in Victorian England Also speaker: The oppressed woman who created it actually discovered it in Turkey Soooo….maybe it was around before Victorian England?

Flower meanings can get a bit complicated since (in this case) your choice can not only express your want for a romantic relationship, but what kind of romantic relationship. My advice would be that most people are just happy with a pretty flower. However, if you do ant to put in the extra effort or are just curious: red roses (deep emotions and desires), pink tulips (affection, caring), sunflowers (warmth, longevity, adoration), white chrysanthemums (truth, loyalty), purple lilac (beginning of love/first love), etc.

Forget me nots are some of the best to give to someone if they know flower meanings. They can represent respect, friendship, love, etc. The amount given can also influence the meaning

Many politicians, corporations, and religions also try to use flowers because of their meanings and thus are partially associated to them depending upon region and occasion.
