Nah. In the script Godzilla wins against Cyborg Kong. Cuz remember, the Heisei series was still on-going at the time. So Godzilla has to win. Plus in the script, says Godzilla and Cyborg Kong’s battle was close but Godzilla won in the end.

I think of something that might have King Kong vs Cyborg Kong, sort of like a Godzilla Against Mechagodzilla story. Let's say the original King Kong died in New York, and his corpse was stolen by an evil scientist to experiment on. But it turns out there was another Kong living secretly on Skull Island and the scientists use Mechani Kong to fight the new Kong but it fails.

Heisei Godzilla wins both fights in the unmade film. The original scripts says Godzilla beats Kong easily in the first fight, then wins against Cyborg Kong in the rematch. Only the fight was more even by that point.

What I think would happen is this Godzilla comes out out of the ocean roaring about to find radiation in the city but the military fly king to the city and when they drop him he wakes up now king is confused but so is Godzilla and they fight and king swings Godzilla by his tail and Godzilla get mad and uses his atomic breath and almost kills king but the military Start shooting missiles and Godzilla and he gets annoying and goes back to the ocean to me and Kong to die. But the military/government takes Kong in and makes him a cyborg then he fights godzilla then gets the end advantage then Godzilla uses somewhat of a pulse then they are both kind of damaged but Godzilla goes back to the ocean dormant for now. But for Kong That’s for you to decide

I don't think it was the lack of King Kong in the Heisei era is what limited that series in America. I think it was more the poor box-office returns on _vs Biollante_ and the rampant nationalism in the first half of the Heisei series that limited it.

If you remember prior to 1991's release of Godzilla vs. King Ghidorah, Biollante grossed poor ratings at the theater. Look at the conditions of the film, great characters with an interesting a plotline that all suffered due to pacing and poor writing--and Toho is known for its poor box offices--just ask Spacegodzilla.
