Is nt the Title lawyer suppose to know if the taxes are owed or no and clear that up ?

Yes, even when done 💯correct at closing, if the seller had a property tax exemption and the buyer does not - the buyer will receive an end of the year bill of the full amount. The new buyer owner must know to fight this at the cad level!
