US state and local officials are shutting off investment by China. What should global companies do?

Numerous states, including Virginia, Iowa, Michigan, Indiana, and Florida, are targeting inbound China investment, derailing billions of dollars in planned factory expansions and thousands of jobs.
In Arkansas, a law recently passed which retroactively requires Sygenta -- a company based in Switzerland but recently acquired by a Chinese firm -- to sell acreage and pay heavy fines, despite having a presence in Arkansas for 36 years, and in the US for over 50.
Global manufacturing executives should view these local developments with alarm. What assurances are even possible, with respect to the future political environment not only at the international level, but on countless local ones? Should extreme caution not be exercised in allocating investment capital to the United States by international companies, not merely from China, but by companies everywhere?
