Hello sir I want to fill the Form I130,but It's expired and I've been waiting since 7/31/2018 To get the new one but there is no news just the old one.do you have any idea why they took all this time?

If they do send an RFE, will they send it to Rapid visa? Or will they send it directly to the petitioner?

Directly to the petitioner but do call rapidvisa and they will explain on what to do. Just follow the directions on RFE with rapidvisa help.
