You need to top up with diesel or pour the old diesel from the old filter into the housing. If you don't return the fuel to the level it was before replacement there is a chance you get some kind of airlock

Find a better video than this to carry out the job. Ideally the filter housing should be cleaned of any sediment in the bottom and filled with new diesel after the new filter is in.
