Does the outer rim just sit on the base or does it need to be pushed down into the groove?

It should be pushed down to create a seal. :-)

We suggest you use the Third Vessel as it will generate thicker clouds. :-). We suggest you use the Inner Vessel for ice and water. That will cool the smoke coming from the Third Vessel.
