You serious? That is not effective. I think it's safe to say that Tom isn't great at dog training. I believe it's a rescue, so I'm sure he's been presented with some challenges. First off, that dog needs a lot of exercise. If Charley needs to stay on leash, Tom needs to run her or go on strenuous hikes with her. Not just little walks around his camp site. I'd say a few miles a day at the least. An exercised dog is a well behaved dog. It would also help with Charley's anxiety, which comes out in the form of barking. Charley is young, but she shouldn't be biting anymore. You correct the behavior with a sound or word that essentially means no. And then you redirect if you have to. Could be a toy, bone, rope, whatever. Tom having his hand on the dog and saying no at the same time is very confusing for Charley. I don't think Tom really cares about training her though. However, it would be super annoying to encounter people and have Charley go ape shit with the barking each and every time. Run that dog and tire her out. Expose her to more sounds.

I would make my husky bite his own paw when he bit me hard so he could see how painful it was and he learned...he bites gently now. And you can see when he bites hard by mistake cuz we're playing and he gets overexcited, you can see his face like "oh sh*t, my bad!" and stops himself lol
