Fun fact: Lugia is a giant flying whale (and probably the name Lugia comes from beluga), so the Psychic-type is probably meant to represent their echolocation while it can keep the Legendary birds under control (and the Flying type is just to match them). But it's still weird af that it doesn't have Water-type lol
