When I put number 4 in overlap I was able to adjust number 1 cylinder intake and exhaust but number 2 intake is on the open position.

That’s for weichai engine intake is installed from Perkins but engine is weichai. Check your engine valve clearance according to engine manufacturer recommendation

Find TDC exhaust on number 4 and 1 cylinder if you can find that adjusting tappets is simple

Same with #2 cylinder, exhaust toward front, intake toward back Strange, #1 and #3 are intake, exh order as shown in your vid. I'll make a video.
