Here in Alaska if your vehicle is abandoned, wrecked, stolen or broken down it will sit there until you have it moved. People paint cus words on them in visible areas so the borough Hass to move them.

I bet that was one heck of a ride down in that van! That old car had about a million bullet holes in it. Good to clean up the public lands. People sometimes treat it as a garbage dump/can.
