I like this recipe. But personally, i cook baby potatoes with their skin. They smell awesome with the earthy flavor of their skin. Also, most of potato's nutrition is in its skin. Im sure you know that !

Chef: how is it different if you boil the potatos with skin and then remove the skin before shallow frying? Does it still get rubbery?
