In Chinese banquet etiquette, it is usually the one with lower status who offer a toast to those with higher status. Edit: It is actually generally appropriate for someone with higher status to offer a toast first to those with lower status in a Chinese banquet. HOWEVER, it is inappropriate if a master offer a toast to the servants, which was the case between Zhongli and Xiao. So, that's why Xiao was flustered. The relationship between someone of higher status and someone of lower status is different to the relationship between a master and his servants in Chinese culture.

There is one funny thing which happened but most people didn't notice. U can notice that Venti made wind's sound with his mouth at the beginning not just literal wind sound with his element. That's when everyone recognised someone was outside. Venti had to do this because Zhongli deliberately somehow stopped the sound of the wind which Venti later implied.
