I think English learners have a big advantage over other language learners with English being the most popular second language. Native English speakers are extremely accustomed to hearing broken English, and especially in a population center like LA or London, they likely interact with foreigners every day. You can get away with just a few phrases, and you don’t really need to get the accent perfect in order to communicate, at least for a vacation or a short trip or something
