To kinda back Vesper's claim that some people do just "hit-n-run", I know of a man who was once a security guard. On his last day working, he got shot in the stomach only once by an intruder who immediately fled after that. The assaulter didn't even wait to see if the guard would fall over. Just blasted and ran. Guard lived but he was paralyzed from the waist down.

Thing is, with enough details on the event, the suspect/culprit might start coming out of the woodwork and dox him, so not something anyone would want at this point.

I'm not sure if this is medically accurate or not, but the fact that Vesper was so drunk might have saved his life. Since alcohol lowers your heart-rate in large quantities, being black-out drunk might have lowered his heart-rate low enought to give the wound enough time to clot before he bled out.
