Obviously you've never been to a Vigil service before and never been to a church that uses Russian common chant. This is a perfectly normal beginning to a Vigil service which usually happens on Saturday nights or a six stichera service. And another thing, every tradition is unique and practice varies even from parish to parish. Don't condemn something you don't know.
