that whole "age not matching the body" has been in anime for a long time. In sailor moon, they have the long legs and figures of a college girl when they are 13. in YuYu Hakusho, they are really athletic, cut, ripped martial artists when Yusuke and Kuwabara are 14. In bleach they all look like they are in college when they are all at least 15-16. They change the age for the intended target audience to identify with the characters, but age up the bodies so that the little girl or boy watching it can feel like they are watching something mature or feel mature.

This goes to show again that the anime fucks the general view on Pokémon up! The "kids" here are actually supposed to be in their late teens. The only time where the protagonist was around 10 or so was the very first one, even then he's been redesigned to actually look older because he's supposed to be around 18 now. Heck, there's an entire CLASS of Trainers called youngsters who are supposed to be around 10-14 years old or so!
