Pence straight up won (this debate). No question. He was respectful, patient, and made so many brilliant points to which Harris had no answer or avoided, or got emotional towards. The media will try to twist it, because they're insecure, but it's pretty obvious when you watch the debate Pence was the more learned and articulate speaker. Even his opening and closing remarks were thankful & kindhearted to Harris and Susan. He has good character and manners.

Roads are bad everywhere. There was no infrastructure bill, the federal gas tax has not changed in years, and American development creates sprawl. The sprawl will create more infrastructure that will eventually need to be replaces. Vicious cycle. Capitalism has played a part in CA state of being and it is more complex than laying the blame on one person given the length of existence. Most major cities are plagued with the same problems. I do not mind visiting CA but would not live there; cost of living too high.
