By constantly busting hmong pot farmers far disproportionatly to their enforcement of other pot farmers, and all over a plant that's otherwise legal in CA, you make it impossible for those growers to commit capital investment or loans to modernize their operations. They can't fix up homes, save money, reinvest profits or do normal American things that other weed farmers in a legalized state can. Instead of wasting taxpayer money on cops by enforcing this, you could be making tax receipts by legalizing it like every other county in CA. MJ growing was illegal in the county before these growers moved in, and many of them knew that when they purchased the land. There's no evidence that Hmong growers are being targeted more than others; this subdivision is heavily dominated by Hmong illegal pot farms, so they are the ones being visited by the Sheriff. Some are environmental toxic nightmares with unchecked pesticide runoff. If pot growing does become legal in this county, then they will have to comply with a long and expensive environmental permit process, just like everyone else.

Good LUCK getting a legal commercial marijuana growing license anywhere. The percentage of applicants that can't get licences far exceeds the amount that do: this actuality softens your argument due to your attempt to compare legal grow-op revenues and their consequences with how illegal grow-op owners can spend their money. There are illegal grow ops everywhere, if you're getting busted then you aren't paying the cops enough and they probably have a rat. It's a loose argument. Not wrong, just loose.

This doesn’t seem like racism, more like a case of NIMBYism (Not In My Back Yard) and a sense of entitlement on the part of both the established residents, as well as the Hmong. The established community members do not want to see the culture of their small town disappear due to immigration. Theres nothing wrong with that. People live in small towns for reasons and that does not necessarily implicate them of being racist. Small American towns have a certain charm that disappears once large groups of outsiders move in and displace the older residents. Irrespective of the newcomers’ race or culture, people from small towns like to protect their community because they treat each other with the same manner of respect that they would offer an extended family member. People from small towns don’t like to see change. The water situation complicates things because there is only so much to go around. One large farm should not be using a million gallons a day but its also somewhat unreasonable for a large group of Hmong (or any other group) to move into an area and start making demands of tenured residents. Both sides have to meet in the middle and come to a consensus. Although there probably is some xenophobia in that small town (like every small town) its not realistic to accuse everyone of being xenophobic / racist. People just love their community and don’t want to see it change.
