Apparently when you tell cops "I know my rights" and you begin to state them, that's a trigger for the cops to become irritated and start using force. They don't like it when you can actually prove your innocence right on the spot while at the same time showing up their stupidity and obvious bias in some cases right in front of their face. It's a *MAJOR* ego bruising for them when the civilian is more up to par on what is legal versus illegal where there law is concerned. This is a tactic that they have been using for quite a while. They do it all the time, just watch how they operate. They have to simulate an aggressive situation so that they can be justified in making an arrest, or else it just wouldn't look right walking up to someone and slapping cuff on their wrists, just out of the blue. If threatened with arrest for "failure to identify" simply comply, prefaced with the statement ; "under THREAT OF ARREST, I am surrendering my ID without just cause" ...these statements on video record are all you need in 80% of all cases like this to be thrown out, and any potential "evidence" to be ruled inadmissible. The man arrested is Chris Lollie.This all began when a security guard at the First National Bank Building told Chris Lollie he was sitting in a private area in the skyway and had to move. Lollie said the area wasn’t marked as a private area. The police report indicates they received a call about "an uncooperative male refusing to leave," BUT by the time he was approached by police, Chris Lollie was already walking on down the skyway to pick up his kids from New Horizon Academy housed further down. When the first officer approached him and asked him who he was, Lollie refused to provide ID saying he did not do anything wrong. Another police officer approached and immediately grabbed Chris Lollie then stun-gunned and arrested him. In front of his kids! He was booked, charged with "trespassing, disorderly conduct and obstructing the legal process"... The St. Paul’s city attorney later said Lollie had been sitting in a public area. All charges were eventually dropped. The city of St. Paul paid Lollie a $100,000 settlement. BUT "an internal St. Paul police review cleared the officers of wrongdoing"... The settlement stipulates that the payment isn’t an admission of liability, and requires Chris Lollie to give up further claims against the city and the officers involved. HE DESERVED MORE MONEY! THE POLICE OFFICERS SHOULD HAE BEEN FIRED. THE BANK WHO EMPLOYED THE SECURITY GUARD SHOULD HAVE BEEN SUED AS WELL!

For more context: The man's name is Christopher Lollie. This occurred in St. Paul, Minnesota Sept 2014. Lollie was indeed picking up his children from daycare when he was violently taken down, tased, and arrested on a multitude of charges (basically resisting/obstructing/bla-bla-bla). The charges were dropped, but the officers were never fired or even disciplined, and St. Paul PD didn't return Lollie's cell phone for 6 months. Lollie settled with the City of St. Paul for $100,000 Feb 2016.

The officer might have misunderstood his intentions in calling him brother. Maybe because certain African Americans call people brothers and sisters and even sons when they consider them black via the one-drop rule. So the term is understood that way by those who don't go by the one-drop rule and they might resent it. The boxer Mallinaggie was called Son by another black boxer to indicate that Mallinagie was really of black ancestry. That happened after Mallignagie had identified himself as white during the interview after the Broner fight. So he had to be put in his place from that boxer's perspective and he called him son approx 50 times. In any case, it's best not to get too chummy with police officers in such situations. They might interpret it as disrespect or an attempt to weasel one's way out.. BTW I was once walking down a Miami street and was frisked and searched in public because according to the Anglo cop there were reports about someone harassing the Jewish senior citizen residents of Miami Beach. Had I resisted, then I would have been arrested. I was as mad as hell but I was also glad that I wasn't billy-clubbed, hand-cuffed, and taken to jail on some trumped up charges.I should have reported the incident and filed a complaint. But I was in a survival mode at that time had other more urgent things on my mind.

There is no such thing as resisting arrest if it is an unjust arrest, you obviously don't understand US laws. There's no point to defend a cop who is not following the law they swore to uphold, puts you on the same level as them. You absolutely cannot be detained or arrested for not identifying yourself if you have not 1.broke any laws or 2. witnessed anyone breaking the law. Cops do not have the right to stop random citizens for no reason and demand id under threat of arrest, this has been ruled on by the supreme court many times!

Firstly the woman cop showed what happens when race drives your position. She knew he broke no law but that was secondary to his blackness. Secondly if either of them has a mate outside the force they're being cheated on. That big goof yelling & handling dude in front of his kids is classic I'm showing out behavior. The only thing Lurch got right was he's not a brother. He's actually a monster who does need a badge or a girlfriend to produce other lil goofy racist. She needs to be fired & he should be arrested for posing as a real man. Officers this is why you're not trusted & ridiculed. That is not a crime, people do this lot's of time arrived early. So you sit and wait until it's time for the doors to open ,your kids to come out. Miss police woman decides to question him, because he's black. Then another police gets involved and the man gets arrested for sitting wait on his kids. Until the police know there is a consequence to stopping a citizen without cause these false, arrests will continue. Police do not need to see papers. It is not enough to be a suspicious person. The police must have palpable evidence of a crime to demand identification. I hope an ensuing law suit will cost the department. Shield protections must be removed when the police make a false arrest, as this was. When guilty police must pay and must carry false arrest insurance, there will finally be fewer false arrests.

Police have to be more reasonable, they shouldn’t just walk up to people and basically put them under arrest for not breaking any laws. You can question them and see if they are levelheaded individual but asking for info and pestering them should be illegal if they are just behaving like the rest of society.

He was sitting and the security guards asked him to leave because the space was for tenants, he refused to leave so they called the cops. He could've saved himself a lot of troubke if he just complied with the security guards.

Even if he did, if he left there is no reason to continue the “investigation”. These were crooked cops trying to abuse their perceived power.

I don't know about you but if I'm asked to leave a locale because its a private area I would gladly do so. Refusing to is trespassing and is well within the realm of the police officers. The reason they kept following him is because: a) they dont know why he was there b) it was suspicious that he just got up right as the police came c) they had no idea of knowing he was completely harmless Police officers go through a lot of shit everyday in which a seemingly benign situation turns into a life threatening situation in less than a blink of an eye.

67BXB Yes it happens in the Netherlands and other countries too but by far not as severe as in the States. Also it is far more rare to actually get killed from a situation like this (not impossible unfortunately) and if it does happen it is far more likely that the officers responsible will not get away with it. With things like this it's about degrees. Not about it always/ never happens.

This has happened to me at least four times in my life to this extent. "Forcefully and unlawfully detained". But I've also been wrongfully profiled and approached by rude cops too many times to count. Once in front of my own house coming out of my side door with a Lawnmower. And they asked me if I was STEALING IT!! WTF!! I had to wait for my wife to notice what was going on outside so she could retrieve wallet just to prove I lived there.

Plain old fashioned disgusting police behaviour. Friend of mine is assistant director of an Ohio law enforcement bureau; got stopped by an OSP unit because he's a black man driving a Mercedes-Benz. Given a ticket for broken rear light. His cohort at the time was the director of the Ohio State Patrol Academy. He showed him the ticket, director called patrolman off duty to Columbus and the patrolman under suspension with no pay and made him attend another year at the Academy without compensation for the patrolman's foul up. The director filed a discrimination suite in Federal Court against the patrolman. Patrolman was sent to desk duty in another part of the stare and rode the desk for the rest of his career. Sometimes justice does get served

I know many people's reaction to this is "well, the cop just asked for ID - show it and problem solved" - right? I don't care what your background is, if police just came up to YOU specifically in a crowded area and asked for YOUR ID only without reason or because 'someone said you look suspicious', you would be pissed and embarrassed! It is not the job of the police to harass citizens without a REAL just cause. I used to work with this very large White guy with tons of tattoos. Cool guy with no criminal record, but cops would assume he's a suspicious looking biker. He was stopped while working (picking up charitable donations from a public bin) for his ID and was threatened with arrest because they assumed he was Hell's Angels stealing clothes (in a work uniform and truck)? Sufficed to say he can't stand cops. This is about cops who believe that badge makes them untouchable.

Now, I would have talked differently to both officers while refusing to provide ID - use logic and law vs rambling and calling an officer a 'brother'. if I got arrested, my lawyer would have a field day with this.

I guess I didn't clarify enough. The individual was interacting with a security guard that was giving him crap for sitting on a public bench. It was said security guard that called the police on him. The guy wasn't approached randomly because 'someone' called the police on him. It was in response to an earlier altercation involving the gentleman. If anyone was a dick, it was the guard who thought some guy sitting on a public bench was a problem. The gentleman in the video could have been respectful to the cops and helped sort out the situation. But he chose to pull out his phone and play the race card in front of the officer.

But in the instance where an officer is called to investigate a specific situation, they can demand identification. It's entirely dependent on the state laws, since the Supreme Court already ruled on this matter favoring identification.

honestly it really sounds like manipulation. It really sounds like he didn't show his ID just so he could play the race card and become a victim. they didn't ask him to fly. They just asked him his ID card. He wasn't doing anything at the moment. He could've just ended it at that moment. Knowing that some cops are idiots he decided to not show his ID card. He doesn't know what kind of retarded cops he would've met. They might've even killed him. He put his and his children's lives in danger just to be "free". From this point of view it really sounds like he tried to make the police look racist. I'm not going to assume it's the truth but it's a possibility and how everyone says that they all "cried for this poor man because the cops were that bad that they made him cry" makes me really believe this possibility. But you know what they haven’t learn anything, it was Their neighboring city Minneapolis Minnesota which is where the police kneel on George Floyd’s neck and kill him and yet this is happening in Saint Pauls the neighboring city where these police did this to this young man going to pick up his children this is definitely deplorable and disgusting horrible they aren’t any words to explain why These police continues to do this brutality to Black people

The panthers weren't all about violence tho bringing them back would have some violent issues, there are some things that the black panthers did before that we need now that don't involve violence. So I agree but I don't to that extent

I had something similar happen to me in West Farms mall in West Hartford, CT. Just watching it took me back there....but I was saved by a store owner in the mall that recognized me. He knew I used to work at another store in the mall. I didn't work there any longer but he thought I may have. So, he told the police he works here. I then said I used to work in this mall but I come here now to kill some time before I go to class. If that guy didn't vouch for me they had decided to arrest me. Simply because someone called them and said I was going in the stores to steal. They wanted to look through my bags and I told them only under the condition that everyone here is on the police report saying I didn't find anything for when I sue. Then they just let me go. People think blacks are exaggerating or playing a card or being a victim but this is something blacks deal with all the time.

It's not just a black thing. Stores are paranoid now because theft if putting them out of business. I'm a large white man and I get people hovering around me all the time trying to "talk" to me to make sure I'm not in one area alone for more than a few seconds and malls are the worst. They don't give anyone the reason of a doubt. I just show them my bag if they ask and go about my day.

Darth_Helmet We know stores are paranoid but you are pretty naïve if you think color doesn't matter. It does. The stats prove it out. Blacks are much more likely to be stopped by police while driving, stopped in the mall, and harassed in general. That isn't to say it never happens to white people. Nobody is saying that. We are saying it happens to black people at an extraordinarily higher rate. Obviously, people call the police on white people who look suspicious too. So that's not what we are saying.

Christopher Wright I understand your frustration. It is common knowledge in the black community. However, this video fails to prove that these cops did anything wrong, like many inflammatory videos before it, it only shows the police asking him questions and it doesn't show what he did to get to that point in the video. We don't get enough info to make an educated conclusion of what happened. Clips like this only water down the REAL problem that thousands of black people face. I've watched a bunch of these so called "racist cops" videos, and most of them are just proof of what the cops say, for example, resisting arrest, not cooperating with police procedure, antagonizing cops and innocent bystanders in order to get a response out of them. That is fake bull crap and actually HURTS the cause. Then you get these morons on TYT's making it even worse. If this is the best example they can find, it just simply isn't enough evidence. Like most other people, I too want to end racism, but this manipulation of the facts and only showing one side of the story will only serve to make us lose interest in the fight.

Darth_Helmet This is just disturbing man. I don't even know where to start. I have enough context to conclude a couple things from this video. If you can honestly look at that and be with how the cops treated this person I can't really say much. Yes, they cut stuff out. But the simple fact that these cops approached this man and didn't attempt to find out what was happening. All you have to do is check to see if he was in fact picking up his kids. You just can't handle this in this manner man. I'm sorry. It's horrible policing. You are saying "manipulating the facts". Please share with me what other facts that you have? How do you know the facts are manipulated and moreover why is it when a video comes out it is supposed to prove anything. What the video is supposed to do is support a version of a persons story. It isn't supposed to prove anything....so when I hear a persons account of what happened and the video supports that conclusion it usually is right on point. There is a systemic problem and pretending there isn't is not going to make the problem disappear. We live this problem every single day of our lives as an African American.

Christopher Wright Nobody is denying that there is an issue. But the issue is not "systemic" If this video is enough for you to come to a conclusion about the situation, then you are part of the problem. The cops DID try to talk to him AFTER somebody called the cops on him. And what should the cops have done? What would you do if a potentially dangerous person was refusing to talk to you and trying to escape? I have no more to say on the subject, you obviously have yourself worked up beyond reality.
