Thankfully, that is no longer always the case. I’ve seen many instances of police departments punishing their cops when they get out of line. I saw a recent video, although I think it’s from a year ago, of them man who was rash just for sitting on a bench in front of some candles. That well him having to go, do some sort of de-escalation training class and then give a presentation to all of his fellow officers. I thought that was excellent.

Wrong. Driving without being in possession of a driver's license is a criminal violation. Legally, the Officer can arrest. Common practice is to remove the driver, and conduct a search of the car subsequent to a lawful arrest. You may not like it, but that doesnt matter.

I've heard this phrase "administrative leave" so often, I decided to find out what it means. Here's one definition I found (of course there's others but this one kinda got my attention: "Administrative leave - also known as home assignment - temporarily relieves an employee of their normal job responsibilities. The employee is asked to remain at home during regular work hours but continues to receive regular pay and benefits." That doesn't sound like a penalty to me.

And, if you own the vehicle that you are driving, when they run your tag, the owner's info comes up along with the driver's license, insurance info, current registration and they have access to the members in your household. Now an intrusive search of the vehicle, ie. removing passengers and combing through the contents of a vehicle is only legal under probable cause or consent (never consent to anything, eg. searches, field sobriety tests, ANYTHING), and they stretch the definition of probable cause quite thin with their K9 "hits". Also, remember in all situations, they can't exercise additional detainment to wait for a k9. The K9 must arrive in the normal time it takes to dispel the initial probable cause for the stop, ie. writing a ticket for the tint, speeding, whatever it was. That's from Rodriguez v US.
