She did not file a complaint against the officers but did file an excessive force lawsuit. This is the booking station where the patrolling officer/s are transferring a suspect to be booked at their station... So, there's the officer/s who arrested and brought in the suspect. ..then the female officer (who is called to process the female suspect...pat down, etc.) There has to be a present Sgt/or higher rank while this is all going on... You also have officers who work at the station either walking around or standing-by for additional support.. So no it is not "cops wasting citizens money just standing around".

If they felt that strongly about her doing it they could have explained to her what they’re doing in order to search her and just get back to searching her.
