Camavor hasn’t been afflicted by the mist yet. The ruination only took the isles when it occurred. As you said the dragon is certainly a creature that was brought to the isles with the Camavoran army.

I believe the next champ card will be Akshan (a key character on the ruination story and also a next to be champion that has never been released yet in all of riot games). This will be a good opportunity for him to debut in the game since we need a new sentinel champ card that fights ruination ( instead of only a skin. e.g. sentinel riven ) to have a versus event. Also we will have sentinel followers in the ff days.
