I understand when scott passed there may have been some lack of motivation and material to finish it. They deserved to be pummeled by those snowballs from inside the cage. Bob needed a way to unleash his rage. The villagers were really being quite dumb, Bob deserved a hero's welcome. This was before they knew how to ring a bell, so without Bob's help, the zombies would have made life hell. Bob was their only defense against the undead, so many villagers could have lost their heads. Imprisoning Bob just wasn't right, without him, they never would have survived the night.
