That's because chat isn't one person. It's hundreds of people, each with their own demands for the streamer, most of them terrible. Let's say that chat member #1 says "Joel read the description of this item" Joel reads it, and #1 is happy, then chat member #2 says "Joel! You're wasting time!" and then Joel moves on, making #2 happy, but now #1 is upset Joel missed more details, so he gets upset, causing the cycle to reset. And that's just #1 and #2, there's hundreds more. Some far less polite.

My guess is the running back and forth is a habit Joel is aware of, but at the same time has no control over. This always happens when he really gets into talking and loses focus on what he's doing in the game. It's like some people who tap their toes while talking or whatever habit you may have. If people pick up on the habit and keep telling you when you do it, it's upsetting. Remember, free will is an illusion, as is our consciousness. It's not nice to notice implications of this first hand.

The best part is that this game _is not_ based on Hell, Michigan. The Japanese game title is simply _Michigan_ and REPORT FROM HELL!! was added in localization. The game is based on _Lake_ Michigan, formerly known as Lake Illinois. Chicago, Illinois is right next to this lake.

There is so much in this game that never gets explained. What is up with all the ghostly activity? No one even mentions or acknowledges it. That random crazy dude at the end who is raving about Dr. O'Connor and is apparently the cause of the fog? Why was that a thing? How was he doing that and what did the fog actually do?
