Technically I don't think they could just call a trooper to write the ticket since he wasn't there to witness the person speeding they couldn't write a ticket. They have to see it happen to write a ticket or it's like a normal crime and would have to get a warrant.

Why would aggressive acceleration damage a car? It has a rev limiter for a reason. Assuming the engine is already warm from driving to the destination, then taking friends out for joyrides shouldn't do any harm.

Often times police have concurrent jurisdiction on various roads like the GW parkway here in DC.

Some states are set up that any police officer that has passed the acadamy in that state has statewide jurisdiction. Federal lands are tricky but some agencies have agreements with federal agencies to enforce law on federal land. Also some local agencies are even trained and certified to enforce Immigration law but that is often up to the county sheriff.

Somewhat close to where I used to live there was a 3.5 mph speed limit with the bolt for attaching the sign in the middle of the decimal point so it was very unlikely you would see it if you didn't know it was there. No one in their right mind would have gone 35 down that road, but 15-20 was pretty reasonable. IIRC it was because a deaf kid lived on that street that couldn't hear cars coming, and it was a short road that didn't see any through traffic so a low speed limit wasn't going to cause any sort of delays.

Well how are the quick accelerations measured? Tied into the fuel system or is it measured by speed or gyroscopic reportings? I know our work trucks get tons of quick accelerations and we run 18,000 lb rollbacks that don't go over 95 and probably do 0-60 in 20 seconds.
