Poland’s ruling Law and Justice party prides itself on taking a tough line on migration. But with national elections around the corner, the government’s image is in doubt - after media reports of bribery in visa application processes. DW's Rosie Birchard went to Warsaw to find out more.

The issue was that this was pumped into a social knowledge just before the elections to 'prove' that current government in Poland it’s weak in protection of borders of the country. All mainly due to dispute with slavery networks who try to resettle large part of Arabia and Africa in Europe with the flood of illegal migration in recent years where the conservative government in Poland do not want to participate in this process and politics.

In Belarus to get a Polish visa people have to go through a visa center - essentially a company that charges people for filing the paperwork, that sounds like a money making scheme too. If a person is able to fill out all the necessary forms why would they pay someone else to do it?

This is how it was when I lived in Poland in 2004. The embassy in Chicago would not take any money or paperwork for a visa. I was told to "just go" and I ended up having to go to Slovakia every 90 days for 2 years >.

For U.S. citizens, travel to Poland, as with any "Schengen zone" state, is visa-free; periodically leaving was/is a Schengen rule... maximum of 90 days, every 6 months... been there, done that. (AFAIK, UK has the same rules)

Just to put it in context - Germany was the reason for c 1.5 m of illegal Immigrants entering Europe only in 2015-2016. Estimates only as many of those went awohl after entering as they would never be granted an asylum. Mutti merken invited them and then decided that surplus will be compulsory relocated. Almost everything between people and any government institution in Pakistan and many non-European countries involve bribes. Most likely, the Polish consulates in those countries fill its mid & low positions with the locals. I would like to know whether the very visas or only the access to the top embassy Polish officials involved documented bribery Based on the video it doesn’t look that the top embassy staff was taking bribes. Perhaps DW would like to clarify that.

Clear to me. In Africa and India you have a plenty scammers who simply taking advantage on the poor and less fortunate by taking money for something they shouldn’t pay, like a working permit visa. Polish consulate do not charge money for working permits apart from administrative fees like any other embassy’s. Polish consulates and government are also not responsible for crime syndicates in Africa and India. Clever business who take their share on something it’s free and possible to obtain without having a huge financial burden. This is the fault of the scammers in those countries. Some cases and procedures ware investigated by Polish government and settled. Nevertheless, those numbers are manipulated with popular sentiment to scandal like media articles. Wyborcza itself it’s a scam and should be investigated on how they trying to manipulate public opinions with poor quality journalism and are in favour of modern day slavery system.

yes here in Poland I know people who paid some thousands zloty to some “agency” and their case of residence permit application somehow was resolved in 3 months compared to others who waited for 1-2 years even in the case they have prepared the all the required documents correctly. It’s the same thing in the Philippines. You have to pay each every person in the prices a bribe. They don’t care how desperate you are, how capable you are, or especially how much you need it. If you don’t pay them bribes you will NOT be getting anything done. It’s like they made the country a prison for poor people. The government also does little to nothing for them. It’s a really sad situation going on there but the Filipinos do nothing about to. Corruption there is literally suffocating people to death. I am currently helping my gf escape that country. But, even getting a legitimate job out of there is extremely difficult as the agencies take so much money and time.

Went to Philippines and in 3 weeks we went from registration till marriage and in another month we had the PSA approved marriage license with apostille. From there on was the name change, new passport and visa application. Now we are together outside the Philippines.

You mix 2 things, meeting in India ambasy is true it was by bribe but it take not polish diplomatic personel, it was taken by third group and cost was not 5000 euro but 500-600 euro, and there was no guarantee about visa proces. Other thing was bribe for geting visa and that was new thing they tooke 5000 euro and it was around 300 cases.

For South Africa those things are very normal sometimes you can feel bribe is part of visa requirements you must need to pay bribes to home affairs officials if you want get your permit approved with fast processing time. For South Africa those things OK because corruption is normal thing in there and that migration system already fully collapsed actually they don’t have any kind of proper borders or economy or culture or security to protect. If Europe adopted those behaviors it will not good for reputation and safety of Europe. From what I've seen so far, it's not as much buying a visa per se but buying a quick visa decision. If the people who take bribes are getting you first in line but it's still a normal process with the consulate, then I assume it's actually done by the local workers and not the head staff. So as much contempt as I have for the government I can't really blame them for what happens in other countries. Bribery mostly left with the soviets, so it does feel a bit out of place even for the government. And since the people who got the visas were actually qualified workers I don't really see that much harm being done. So as cheesy as it sounds I would agree that while it needs to be stopped and the perpetrators punished, that the whole situation was in fact blown out of proportion. I mean it led to valid migrants switching places with other valid migrants, not to any illegals crossing the border. It's not like Poland promised not to let in legal migrants. So methinks it's not that big of a deal.

Another huge problem here in Poland is it's impossible to get an appointment to file the visa paperwork/apply for a visa or visa extension. There is an online system for choosing an appointment date, which is supposed to release new appointments each day. However, hackers (mostly Ukrainian I've heard from my visa lawyer) have managed to completely take over the system so all of the dates are automatically booked instantly for them, and then they apparently sell the appointments to everyone who is applying for a visa for ridiculous fees. That's another issue that warrants a news story.

Poland GDP per capita is only 38% of that of Germany's so you don't have to be Einstein to figure this out that Warsw is not the final stop on their journey, in Germany a welfare payment is comparable to an average Polish salary so why to work and struggle when you and relax and enjoy life on German taxpayer cost.

The Polish PiS regime never, never, never "took in millions of Ukrainians": it was individual, private Poles that made the sacrifices and did the work... Many of those Ukrainians simply continued on to Germany (and UK, before brexit) A large majority of Ukrainians have long-since returned to Ukraine, or remain in Germany. To wit: My wife, a Polish school teacher, and I, as well as some other Polish school teachers, paid for, or made space for, living quarters or apartments, as well as provided some financial support for, Ukrainian school teachers; With the thought of Ukrainian school teachers supporting Ukrainian youth in Poland; My wife was born during the Polish Communist PRL days, and is fluent in both Ukrainian and Russian, as well as licensed to teach Polish as a second language. This was a private, personal initiative... and had absolutely nothing to do with the current Polish PiS regime. Most of these Ukrainian teachers have long-since returned to Ukraine... we remain in contact, should they need assistance. Furthermore, my son-in-law is a Polish police officer; During his temporary auxiliary border assistance duties, he had to create/invent every effort to overcome Ukrainian aversions to Police/uniformed personnel in general (something that the government was utterly ill-prepared for), in large part due to generations of rampant corruption, within Ukrainian uniformed services. He had to, first, gain their trust, then direct foot traffic to donated bus transportation, and away from salivating corrupt Polish "taxi drivers". In short, Poland is not a lily-white, altruistic nation that the Polish PiS regime would profess (and take credit for); in fact, crass schadenfreude is on the rise. As well as with support for Ukraine, the Polish PiS regime has milked every opportunity for political gain, with the coming October 15 elections. (posing with donated U.S. and German Bundesweher military hardware, that the Polish PiS regime had absolutely nothing to do with - aside from parking/marshaling space). Polish PiS regime political profiteering : drinking deeply from wells they did not dig, warming themselves by fires they did not build.

It’s possible but it’s up to you and your lack of knowledge for scam. You are simply calling yourself emailing embassy and arranging appointment if needed. They are there to provide assistance. But if you cycle to the consulate, or will take an expensive UBER, it’s up to you and your walet. This is just an example. World is full of scammers who often work on the lines of the legal system of the law aspect, especially with service companies.

I live in Poland, some people I know from Ukraine bought documents to get visa to Poland some time ago. After they got to Poland they found a legal job and started working, than applied for temporary residence. So giving visa easy is not big problem. And, by the way, Poland cannot make people stay in Poland if they have Polish visa, becose they have the same right to travel in shengen zone, as Polish people.

I don't think the issue is the selling of the visas per se, but the selling of visas in breach of the law, handing out visas to people who normally would not be eligible. Add to that, given that Poland is rather opposed to immigration and despite that has been doling out more work visas than any other EU country, this further nurtures the suspicion that Poland has a large scale illegal visas business going on.

It is funny how the wrong thing is "a crime". The problem is they are limiting the movement of people (not giving visa), not that you can cough 5000 € to get one (get it but with extra step). At the moment 5000 € seems like a service that exists where service is heavily restricted (you wont get visa because of your race-skin-nationality), but if better servise would be provided, you can bet people would take it instead.
