Both USCIS and US State Department process the case. Depending on country might take 5 to 10 years, Current fees are around $1,600, My current fees are $795 to prepare applicaton to USCIS.

All bona fide couples should be able to get their applications granted. If your income is insuffiecient then you find a co-sponsor, or get a raise.
