Actually that is a replica of the graves, the actual graves are exactly under the two above. Earlier the above structure used to be a circular walkaway with a grill in the middle from where people could see the actual graves below down. People used to throw money like notes or coins down, idk just to make prayers or something. I know this because I saw it like that back in 2005 or 06.

Go to gujrat to see statue of unity, worlds tallest statue! Fun fact: shah jahan cut the arms off of the workers who built the tajmahal, so they couldn't build another beautiful structure like it. Drone around tajmahal is prohibited. It's just called chai, not chai tea.
