It's called ''Visual kei'' ~ a movement in Japan which started around in the 80's with bands like X-Japan, Dir En Grey and Luna Sea, at first it was a mix of Glam Rock/Metal/Punk/Goth with Kabuki but they keep changing and mixing styles. It includes clothes, makeup, hair and music that is called J-Rock (japanese rock), more specifically Visual kei J-Rock (because there's also non-visual kei J-Rock bands like One Ok Rock, Asian Kung-Fu Generation, Maximum The Hormone etc) There are also sub-genres inside Visual kei, like Eroguro Kei, Angura Kei, Oshare Kei etc. You can search for it for more info, on Google and here on KZbin.
