Slightly disingenuous of Michael to say he 'created' the gas-tax scheme, some Russian Jewish mobsters started it and he got in on it early and built it up w his Cosa Nostra connections. He was instrumental in making it into what it became but he did not make the idea/initiate the scheme. Still think he's a super interesting guy though and is one of the most interesting mobsters still around, I always enjoy listening to his stories. One thing to his credit is even if I've heard the same story several times he's always consistent with the details so I'm much more inclined to think they're true.
