Well, Muratov did something much more impressive in his young age. He is current world champion 105 and 115 kg category, being 104-105 kg himself. So he can defend his both titles at the same time without cutting at all. It is like if Devon takes belt of 115 and 115+, being able to defend titles without cutting at 115 kg himself ANYTIME. But it is impossible for Devon then and now.

Imagine this, a guy smaller than Levan continues to decimate all opponents not named Levan. He goes up to face Levan each and every time because there is no other competition but keeps losing this one guy. He goes back down and continues to decimate. Again, he has to go back up to the only competition he can find, but that competition is so massive and great, he cannot conquer it. Whose really the GOAT here? The guy that keeps winning because he's got size on his side and that gets him the W? Or the guy that is so good, he doesn't have much competition anywhere around him beyond facing the king? Looks to me like Jerry brought his A+ game. Levan showed up, but his game doesnt look A+ or even A to me. Imo, if Jerry can manage to stop him, hes in this match. Levan doesn't want to get pinned and may spend too much energy in a bad position. Devon the majority opinion is 80-20. I have levan as 65-35 favorite. I'm certain that i have a little bias and wishful thinking in my opinion.
