Hitler is mostly insignificant to countries outside of the "West" aka the countries directly involved in WWII. Since he's a prominent historical figure it only makes sense to teach about him if that history specifically relates to you and your ancestors or you have chosen history as a field of study. I'd wager that you've been told about hundreds of historical figures whose names you've since forgotten. A lot of us in western countries have family who fought against Hitler so obviously it's important to us, but if your personal history involved a lot of other wars and battles you'd probably know more about who they were fighting instead.
