Please remember that one of the jobs of a Module is to accept the voltage to the Module, inside the Module that voltage will be read, then calculated to a digital data format, then sent to the CAN COMM line to the Gateway as digital data then sent to your SCANNER to be translated to Human Readable Text on the screen. You were able to read Terminal 15 as 20 Volts which was improperly digitized by the EPS Module. This misreading was a problem in the Module and this is one reason showing that the Module was indeed BAD, cheers.
