Maruki is the only one required to be finished beforehand, the others just tie into the content and affect t3 personas. Royal can be finished if the other 2 are never completed, and yes, that includes the 5* cutoff.

Something that always bothered me is the fact that when Ryuji, The Protagonist and Mishima go try and find girls, Ryuji says "We don't have girlfriends that would get mad at us afterwards" implying that if he had a girlfriend, he would cheat on her. If he didnt mean that, he would say something like "We don't have girlfriends so we can do it". I know its Ryuji we are talking about, but even for him that seems out of character.

Disrespecting partners is pretty par for the Ryuji course. He's tried to sneak a peek at Ann multiple times and single-handedly pushed Morgana over the edge by disparaging his contributions. A history of self gratifying acts at the expense of others and a lack of empathy/emotional intelligence is a good recipe for cheating. Had Ryuji gone public with his position as a thief, he would use the accompanying status as leverage with women as he himself admitted. Sleeping around while not in a committed relationship isn't cheating but I don't put it past him to feign commitment to get what he wants. I think he would have already cheated on as many women as possible before being thrown into a government blacksite.
